In April, the New Jersey Department of State took over elections supervision from the Department of Law and Public Safety. The Secretary of State, Nina Wells, is the State''''s chief election official and Robert Giles, is the director of the State Division of Elections. They have been working to address some issues that arose during the primaries. The result is guidelines implemented throughout the state for a uniform understanding of the process and the responsibilities involved with November’s general election.

09/25/08 GRANT WRITING WORKSHOP 101 The Conference Center at

The purpose of the seminar is to give the audience an overview of what is entailed in the grant development process. It is a 101 seminar, which will provide guidance on where to look for funding along with the basics of grant writing. Our presenters will utilize a PowerPoint presentation to explain the various components of a successful grant application along with the process of developing a viable project.
The expected participant skill level is the beginner to intermediate grant writer. The overall theme is that with municipal budgets getting tighter, it is imperative that departments hone their skills in finding grants and submitting successful proposals to fund their programs and initiatives. This seminar will assist municipal agents in accomplishing that.

The New Jersey State Police frequently receives inquiries from parks and recreation departments on the regulations and procedures for obtaining an individual''''s criminal history record. This workshop will assist you in answering the most common questions asked about this process, including how to enter into an agreement with Volunteer Review Operations (VRO) to participate in the program. Contract vendor Sagem Morpho Inc., which provides the electronic
fingerprint live scan services for VRO background checks, will outline their services and procedures. Participants will also learn the disqualifiers enumerated in law from which the VRO reviews and makes determinations. Information on securing grants through the Megan Nicole Kanka Foundation will also be shared. Local officials with responsibility for securing background checks for both employees and volunteers should attend this session and carefully review this program!

RESTORED TO FULL FUNDING IN FY 2009 BUDGET
The State’s FY 2009 budget has restored full funding to the Public Archives and Records Infrastructure Support (PARIS) Grants Program administered by the Division of Archives and Records Management. Unlike most state grant programs, which have specific line items in the budget, PARIS is funded by authorizing language.
Based on the FY 2009 revenue estimates for the NJPRPA, PARIS should have between $18-19 million for grants next June. The amount will enable counties and municipalities to continue building and improving the infrastructure of their archives and records management programs, facilities and services, and to expand intergovernmental shared services projects—a strong emphasis of PARIS.

This orientation for municipal officials, that are newly elected, re-elected, or experiencedisfast-paced and designed to bring elected officials up-to-date on important municipal issues. The newly elected officials will get a thorough overview of their major areas of responsibility, key contacts at the State level, and important sources of information and assistance.
Re-elected and experienced officials will receive valuable up-to-date reference materials that will guide them to the answers they seek. They will also get the latest information on the most important municipal issues – all while meeting their newly elected peers and the League staff.
The Luncheon with an open forum discussion is an integral part of the orientation and is designed as a networking tool for both the newly elected, re-elected, and experienced officials. It is an opportunity to informally discuss experiences and share ideas with fellow elected officials.

This seminar will highlight procedures for preventing and detecting fraud, tips on Best Practices to prevent fraud, and case studies on the practical application of these tips. Mr. Rinder will share recent public fraud cases leading to the presentation of the “Fraud Triangle,” the causative rationalizations on why it occurs.
